Norwest Marketown Planning Proposal Underway

Mulpha has commenced the Planning Proposal for the Norwest Marketown site, with a vision to establish it as the town centre for the suburb of Norwest, to be the pinnacle point of placemaking, and the community heart where diverse and integrated infrastructure, including technology, culture, open space, and education are found.

Mulpha’s Vision

Norwest Marketown plays a crucial role in the growth evolution of Norwest, from the world-class Norwest Business Park, into the suburb of Norwest and ultimately into the Norwest of tomorrow.

Located at the epicentre of Norwest, Mulpha sets out to transform the current Norwest Marketown Shopping Centre and Carlile Swimming Centre into a vibrant mixed-use high density precinct that combines technology, culture and design to create a holistic place to live, create, work and play.

The future Norwest Marketown will form the beating heart of Mulpha’s vision for the new Norwest, which will embody the visionary “30-minute city” with the following attributes that have been listed in accordance with the goals of The Plan for Growing Sydney 2036:

  • A world-class economy – that is evolving from the knowledge base economy/workforce into an entrepreneurial economy.
  • Complete housing choice – premium housing (new and old), town homes and town houses, family and first home buyer apartments are already established and set to grow.
  • A great place to live – that is connected physically and emotionally to itself, as well as to nature.
  • A sustainable and resilient place – 46Ha of open space that currently contains three natural riparian systems and a 22Ha heritage farm within Norwest Business Park.

Planning Proposal

The primary objective of the Planning Proposal will be to establish the site as the strategic town centre with an appropriate land use plan and workable bulk and scale that will facilitate the future renewal and revitalisation of the site into a vibrant mixed-use hub of activity, delivering housing, tourist/visitor accommodation, jobs, services and amenities to the local area. In doing so, the Planning Proposal will seek to provide an appropriate balance of uses that can support the key directions and actions of the Greater Sydney Region Plan, the Central City District Plan, Council’s Local Strategic Planning Strategy and recently announced Draft Norwest Precinct Plan.

The Planning Proposal will set out the objectives and intended outcomes for future redevelopment of Norwest Marketown having regard to the following city building criteria:

Mulpha, building upon the learnings from previous developments in Norwest Business Park, authority and community comments, has commissioned a comprehensive series of studies to support its planning proposal for Norwest Marketown, including local and site-specific issues by addressing urban design, traffic, social, economic and community benefit impacts, analysing views, solar access, shadows, and infrastructure provision. We see key components such as iconic and landmark tower designs, and a spacious, connected ground plane, as well as local and regional infrastructure provision being developed in collaboration with Council and any other relevant authorities.

The redevelopment of Norwest Marketown will be a catalyst for continued investment and lifestyle and public amenity opportunities, delivering job creation and continued growth to The Hills economy.

The Planning Proposal will be a formal application being made to The Hills Shire Council for its consideration and formal exhibition upon acceptance and is expected to be lodged with Council in Quarter 1 2023.
